FY2025-2029 CONSOLIDATED PLAN AND 2025 ANNUAL ACTION PLAN
Notice is hereby given that Fulton County, GA (County) has prepared its 2025-2029 Five Year Consolidated Plan and 2025 Annual Action Plan for the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs. Feedback from the community is requested on the draft plan. For FY 2025, Fulton County expects to receive the following amounts CDBG: $1,254,161; HOME: $590,862.29. These funds will be used for a variety of eligible activities and services that will benefit Fulton County citizens, with the exception of those citizens residing within the city limits of Atlanta, Roswell, South Fulton and Sandy Springs.
In order to obtain the views of citizens, public agencies, and other interested parties, the County has placed its proposed FY2025-2029 Five Year Consolidated Plan, 2025 Annual Action Plan and Citizen Participation Plan on public display at the Fulton County Department of Community Development, and online at https://www.fultoncountyga.gov/inside-fulton-county/fulton-county-departments/community-development beginning June 9, 2025 and ending July 8, 2025.
Fulton County will make reasonable accommodations and services necessary for sensory-impaired and disabled citizens to view the plan. Additionally, translation services may be offered upon request and availability. Persons requiring such accommodations/services should contact the County by calling (404) 612-7390. For TDD/TTY or Georgia Relay Service Access, dial 711.
Comments on the proposed FY2025-2029 Five Year Consolidated Plan, 2025 Annual Action Plan and Citizen Participation Plan can be submitted the following ways:
1. Written comments can be mailed or hand delivered to the Fulton County Department of Community Development at the address above and must be received by 4 p.m. July 8, 2025.
2. Written comments can be e-mailed to [email protected] by 4 p.m. July 8, 2025
Any comments received before 4 p.m. July 8, 2025, will be considered.

Comprehensive Annual Performance and Evaluation REPORT (CAPER)
for Program Year 2024
Notice is hereby given that the CAPER for FY 2024 for Fulton County will be display for the period March 12 to March 26, 2025. The Consolidated Annual Performance and Evaluation Report (CAPER) provides a review of the use of funds for the three federal programs from the US Department of Housing and Urban Development (HUD): Community Development Block Grant, HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) Program.
This report contains information including: 1) Summary of the resources and accomplishments, 2) status of actions taken during the year to implement the goals outlined in the Consolidated Plan, and 3) evaluation of the progress made during the year in addressing identified priority needs and objectives.

CITIZEN PARTICIPATION PLAN
Notice is hereby given that Fulton County, GA (County) has prepared its 2025-2029 Five Year Consolidated Plan and 2025 Annual Action Plan for the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs. Feedback from the community is requested on the draft plan. For FY 2025, Fulton County expects to receive the following amounts CDBG: $1,300,000; HOME: $735,000.
These amounts are estimates only and final allocations to the County are dependent on Congressional budget and appropriations. The Consolidated Plan document will describe how changes to these amounts will be treated should the County receive more or less than anticipated. These funds will be used for a variety of eligible activities and services that will benefit Fulton County citizens, with the exception of those citizens residing within the city limits of Atlanta, Roswell, South Fulton and Sandy Springs.
Fulton County has also updated its Citizen Participation Plan. The Citizen Participation Plan outlines the County’s responsibilities for obtaining citizen comment on the County’s Community Development Block Grant and HOME Investment Partnership Programs and any modifications thereto.
In order to obtain the views of citizens, public agencies, and other interested parties, the County has placed its proposed FY2025-2029 Five Year Consolidated Plan, 2025 Annual Action Plan and Citizen Participation Plan on public display at the Fulton County Department of Community Development, and online at https://www.fultoncountyga.gov/inside-fulton-county/fulton-county-departments/community-development beginning January 21, 2025 and ending February 20, 2025. The County will hold a public hearing to discuss the proposed FY2025-2029 Five Year Consolidated Plan, 2025 Annual Action Plan and amended Citizen Participation Plan on Monday February 3, 2025, at 6 p.m. at the Fulton County College Park Library 3647 Main St, College Park, GA 30337.
